Gender Responsive Budgeting (GRB) 2014 Activities

“Gender Responsive Budgeting Program” which is part of the United Nations Joint Program for Promoting the Human Rights of Women is run by UN Women to facilitate the service delivery of local governments to become in line with gender responsive budgeting principles working through a participatory model that includes local authorities, Urban Councils and women’s CSOs. The activities that were carried out in 2014 under the Gender Responsive Budgeting (GRB) component are as follows:

Preparation of GRB Manuals

Three manuals were prepared on GRB, for CSOs, ToTs and Municipalities, both in English and Turkish

May – June 2014

GRB Trainings

3 day trainings were delivered by GRB experts in 4 provinces namely Canakkale, Edirne, Kocaeli and Gaziantep

 

Target:

  • Gender mainstreaming in municipalities
  • Inclusion of gender-related targets in strategic plans of municipalities in pilot cities
  • Reflection of a gender equality approach into the activities of participating municipalities for the coming five year period
  • Allocation of proper budgets for these activities

 

Participants:

Municipal staff, City Councils, Women’s Assemblies, Gender Studies Centers of Universities, CSOs

 

Program:

I.Day:

GRB training for Women’s Assemblies, City Councils, Gender Studies Centers of Universities, CSOs

II.Day:

GRB examples, methods and principles training for Municipal Staff

III.Day:

Creation of a GRB Road Map for each municipality with the participants of Day I and Day II.

 

Participation:

61 persons from municipalities, 50 persons from CSOs, 9 persons from public institutions, 120 people in total

Combined GRB Training

35 people participated to a 3-day training in Ankara comprising of Municipal staff (17), City Councils, Women’s Assemblies, Gender Studies Centers of Universities, CSOs (12) from Ordu, Kahramanmaras and Aydin as well as 6 representatives from public institutions.

 

The last session of the training was attended by Ufuk Hascakal, Head of Foreign Affairs Unit of Directorate of Local Governments at the Ministry of Interior. Certificates were distributed to participants at this last session.

GRB Experience Sharing Workshop

29 people participated to a one day experience sharing workshop comprising of Municipal staff (14) and CSOs (10) from Canakkale, Edirne, Eskisehir, Gaziantep and Kocaeli provinces who received an initial GRB training earlier in the year as well as 5 persons from public institutions.

 

Scope:

  • The activities undertaken after GRB trainings, the accomplishments and obstacles related to the implementation of the Road Map were elaborated.
  • The specific needs of municipalities and the opportunities present for the sustainability of GRB activities were discussed in detail.
