|Gender Responsive Budgeting|
One of the components of United Nations Joint Program for Promoting the Human Rights of Women (“UNJP” or “Program”) which aims to accelerate the implementation of gender equality commitments at the local level is Gender-Responsive Budgeting (“GRB”). United Nations Entity for Gender Equality and the Empowerment of Women (“UN Women”) is responsible for this component.

The GRB component has six activities:
1. Needs Assessment
UN Women will conduct a needs assessment for local administrations and local CSOs in pilot provinces’ municipalities focusing on the implementation of relevant local measures/development plans. This activity will be carried out in close cooperation with the Ministry of Interior, Union of Municipalities of Turkey and provincial authorities. The goal is to obtain the information about gender equality environment in which GRB initiatives will be developed in pilot provinces. Moreover, it also aims to identify knowledge and the specific needs of local public administrationsto use GRB methodology in local planning and budgeting.
2. Identification of target groups and capacity assessment
In close collaboration with the Ministry of Interior, Ministry of Family and Social Policies, Union of Municipalities of Turkey and other program partners, UN Women (with international and national consultants) will identify a particular target group consisting of local budget administrators and other public servants responsible for the implementation of local equality plans as well as local gender experts and representatives of Women and Youth Assemblies (where applicable). Capacity assessment of the target group will be conducted to identify their skills and gaps that should be addressed with the trainings.
3. Establishment of baseline and performance monitoring framework
Based on needs assessment, a baseline, targets and indicators will be refined to measure progress.
4. Training design and development of training materials/education curricula
Based on needs assessment and capacity assessment of target groups, tailor-made training programs will be developed by national and international experts. Training materials will be developed both in English and Turkish.
5. Training Delivery and Monitoring
Throughout the delivery of the trainings, training materials will be closely monitored, based on feedback from the participants. 275 participants form 11 provinces will be trained by national and international experts.
6. Evaluation of the trainings results and recommendations for replication/ up-scaling
The outcomes of the trainings will be evaluated and successful practices will be captured for further up-scaling/replication. Evaluation results will be broadly disseminated to relevant stakeholders.
Recommendation for institutionalization of GRB trainings will be developed in close collaboration with Union of Municipalities and Sabanci University with substantive inputs from other Program partners.
